Virginia Emissions Testing: Which Counties Require It & What It Costs
Emissions testing is required in 10 Northern Virginia localities — nowhere else in the state. Here's the full list, the $28 fee cap, the 2-year cycle, and who's exempt.
Virginia does not require emissions testing statewide. The program applies only to gasoline-powered cars and light trucks registered in Northern Virginia: Arlington County, Fairfax County, Loudoun County, Prince William County, Stafford County, and the cities of Alexandria, Fairfax, Falls Church, Manassas, and Manassas Park. If your vehicle is registered anywhere else in Virginia — Richmond, Virginia Beach, Norfolk, Roanoke, Chesapeake, Lynchburg, Charlottesville, Harrisonburg and every other locality — you need only the annual $20 safety inspection.
How often: every two years. The emissions test is tied to your registration renewal cycle, and most drivers get it done in the same visit as the annual safety inspection. The maximum emissions fee is $28, set by state law, on top of the separate $20 safety inspection fee.
What the test actually is: for 1996 and newer vehicles it's an OBD (on-board diagnostics) scan rather than a tailpipe test. The technician plugs into your diagnostic port and reads emissions-related trouble codes and readiness monitors. A check engine light that is currently on is an automatic emissions failure, even if the car drives perfectly.
Who is exempt: motorcycles, vehicles 25 model years or older, brand-new vehicles in their first four model years, diesel vehicles over 8,500 lbs GVWR, and certain alternative-fuel and electric vehicles. Vehicles registered outside the program area are exempt entirely, even if you drive into Northern Virginia daily.
If you fail: you get a written report listing the codes. Repair the emissions fault, clear the codes with a proper drive cycle, and retest — the first retest at the same station is generally free within a set window. Note that clearing codes right before a retest can cause a 'not ready' result, so drive the car normally for a day or two after repairs.
Moving into Northern Virginia? You have a grace period tied to your registration, but plan on an emissions test at your first NoVA renewal. Moving out of the program area removes the requirement at your next renewal.
