How Much Is a Virginia State Inspection? (2026 Cost & Fees)

The short answer: $20 for a car or light truck, $12 for a motorcycle, and $28 for the emissions test that only Northern Virginia drivers pay. The safety inspection fee is set by Virginia State Police regulation, so every certified station in the state charges the same amount for the same vehicle type — there is no cheaper or more expensive shop.

Virginia state inspection fee table

Virginia sets a maximum fee for every safety inspection class in the State Police safety inspection rules (19VAC70). Stations may charge up to the cap but cannot exceed it, and in practice nearly every station charges the full statutory amount. Here is the complete fee schedule:

Vehicle typeFeeNotes
Cars and light trucks (≤10,000 lbs GVW)$20The standard annual safety inspection most Virginians pay.
Motorcycles$12Bikes never need the emissions test, so $12 is the total.
Trailers over 3,000 lbs$51Larger trailers and semi-trailers pay the highest tier.
Trailers 3,000 lbs and under$12Small utility and boat trailers pay the same as a motorcycle.
Emissions inspection (NoVA only)$28Added on top of the $20 safety check, every two years.
Rejection re-inspection (same station, ≤15 days)FreeReturn to the same station inside 15 days — no second fee.

Fees are set by the Virginia Administrative Code and have not changed since 2016. A station that charges more than the cap for the sticker itself is overcharging — report it to the Virginia State Police Safety Division.

Why the price is the same everywhere in Virginia

Unlike an oil change or a brake job, the Virginia state inspection is a regulated, capped fee. The General Assembly and State Police set the maximum a certified station may charge for each vehicle class, and stations post the fee schedule. That means a quick-lube chain in Virginia Beach, an independent garage in Roanoke, and a dealership in Fairfax all charge $20 for the same car inspection. When every shop prices identically, the only real comparison is distance, hours and wait time — which is exactly what this directory helps you compare.

Does the emissions test add to the cost?

Only if you live in one of the 10 Northern Virginia emissions localities — Arlington, Fairfax, Loudoun, Prince William and Stafford counties, plus the cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park. There the emissions inspection runs on a two-year cycle and costs $28, added on top of the $20 safety check in an emissions year. So a NoVA driver pays $48 in an emissions year and $20 in the off year. Everywhere else in Virginia, a car inspection is a flat $20 every year. Full details are in our Virginia emissions testing guide.

What can raise your total bill (legitimately)

The $20 inspection fee is fixed, but your final receipt can be higher when the inspection uncovers a problem. Common additions are repairs (a failed bulb, worn wipers, a bad brake line) that you pay the same shop to fix, and a re-inspection at a different stationif you do not return to the original shop within 15 days. The inspection fee itself never changes — only the repairs around it do. See our failure-reasons guide and full checklist to avoid a rejection.

Motorcycles and trailers cost less

A motorcycle inspection is $12 — and because bikes are exempt from the emissions test statewide, $12 is the complete annual cost even in Fairfax or Arlington. Small trailers (3,000 lbs or less) are also $12, while larger trailers and semi-trailers are $51. If you ride, see the Virginia motorcycle inspection guide for the checklist and motorcycle-certified stations by city.

Virginia inspection cost FAQs

How much is a state inspection in Virginia?

The Virginia state safety inspection costs $20 for a car or light truck, $12 for a motorcycle, $12 for a small trailer (3,000 lbs or less) and $51 for a larger trailer. The fee is set by Virginia State Police regulation, so every certified station in the state charges the same amount for the same vehicle type — there is no cheaper or more expensive shop.

How much is a Virginia safety inspection cost for a car?

Exactly $20. Virginia law caps the passenger-car and light-truck (under 10,000 lbs GVW) safety inspection fee at $20, and stations cannot legally add a separate shop or labor charge on top. If you live in a Northern Virginia emissions locality, add the $28 emissions test in emissions years, for a combined $48.

Why do some stations charge more than $20?

They shouldn't for the inspection itself. A station that charges more than the statutory cap for the safety sticker is overcharging. What can raise your total bill legitimately is a separate repair — if your car fails and you pay the same shop to replace a bulb, a wiper or a brake line, those are repair charges, not inspection fees. The $20 inspection fee is fixed.

How much is the emissions inspection in Virginia?

$28, and it only applies to gas-powered cars and light trucks registered in 10 Northern Virginia localities: Arlington, Fairfax, Loudoun, Prince William and Stafford counties, plus the cities of Alexandria, Fairfax, Falls Church, Manassas and Manassas Park. It runs on a two-year cycle, so in an emissions year you pay $20 safety + $28 emissions = $48; in the off year you pay just $20. See the Virginia emissions testing guide for the full list and exemptions.

Do I pay the inspection fee if my car fails?

Yes, you pay the fee up front and receive a rejection sticker valid for 15 days. If you fix the failed items and return to the same station within those 15 days, the re-inspection is free. If you take the car to a different station, you pay the inspection fee again.

How much is a motorcycle inspection in Virginia?

$12. Motorcycles are exempt from the emissions test everywhere in Virginia, so $12 is the complete annual cost — even in Fairfax, Arlington or Alexandria. A station must have a motorcycle-certified inspector, so it is worth calling ahead. See the Virginia motorcycle inspection guide for the checklist and certified stations by city.

Does the inspection cost more on a Saturday or at a dealership?

No. The $20 (or $12 for bikes) is the same at a quick-lube chain, an independent garage and a dealership, on a weekday or a Saturday, because the fee is set by state regulation. What differs is wait time — dealerships often run on appointments, while independent shops are walk-in first come, first served. Compare hours and wait times, not prices.

How much does a Virginia inspection cost for a trailer?

$12 for a trailer with a gross weight of 3,000 lbs or less, and $51 for a trailer over 3,000 lbs. Semi-trailers fall under the higher tier. Trailers never need an emissions test anywhere in Virginia.

Is there anywhere in Virginia with no inspection fee?

Not for a registered, on-road vehicle. Every titled car, truck, motorcycle and trailer used on public roads needs the annual safety sticker at the statutory fee. New vehicles get an initial sticker valid for two years (the dealer fee for that initial inspection is separate from the state cap), but every renewal year still costs $20 for a car.

Can I pay the inspection fee with a card?

It depends on the station. Many independent shops are cash-only for inspections because the $20 fee leaves little margin after card-processing fees. Chains and dealerships usually take cards. Bring cash to be safe at a small shop — every station listing on this site shows the phone number, so you can call and ask about payment before you drive over.

Does Virginia inspection cost change by city or county?

No. The safety inspection fee is the same $20 (or $12/$51) statewide — in Virginia Beach, Richmond, Roanoke and Arlington alike. The only geographic difference is the $28 emissions test, which adds to the bill only in the 10 Northern Virginia localities. Everywhere else, a car inspection is a flat $20 every year.

How long does a Virginia state inspection take?

The inspection itself takes about 20 to 45 minutes for a car or light truck, and roughly 15 to 20 minutes for a motorcycle. The wait to get into the bay is what really varies: most stations are walk-in, first come, first served, so a Saturday morning can add an hour or more. Early weekday mornings are fastest. Call the station first — every listing on this site shows the phone number.

Are Virginia inspections being phased out?

No. As of 2026 the annual safety inspection is still required and still costs $20. Repeal bills have been filed in the General Assembly in several sessions, but none has become law. See our guide on whether Virginia is getting rid of state inspections for the current status.
